DEM Issues Notice of Violation to RI Resource Recovery Corporation and Broadrock Gas Services
The Department of Environmental Management has issued a Notice of Violation (NOV) to the RI Resource Recovery Corporation (RRC) and BroadRock Gas Services LLC for failing to take steps to prevent objectionable odors from migrating beyond the Central Landfill's property line, and for not reporting the breakdown or malfunction of a gas flare system within the timeframe required by its permit. The NOV includes a $55,000 penalty.

DEM Announces Preservation of 18 Acre Clifford Farm in North Smithfield
The Agricultural Land Preservation Commission (ALPC) has acquired development rights to the 18-acre Clifford Farm in North Smithfield. Located on Iron Mine Hill Road, the property will be permanently preserved for agricultural use and open space purposes.

DEM Announces that Food and Beverage Service at Blackstone River State Park Visitor Center is Temporarily Unavailable
The Department of Environmental Management announces that food and beverage service is temporarily unavailable at the Blackstone River State Park Visitor Center on Route 295 in Lincoln. The Department is currently exploring options to make those services available again in the future.

DEM Files Complaint for Injunctive and Declaratory Relief Against TLA Pond View Recycling in East Providence
Earlier today, the Department of Environmental Management filed a Verified Complaint for Injunctive and Declaratory Relief in Providence Superior Court against the TLA-Providence, LLC "Pond View" construction and demolition debris processing facility. The Complaint seeks to enjoin the facility from operating until such time that the facility can produce a letter of compliance from the City of East Providence as required under the recently enacted amendments to the Refuse Disposal Act. The facility is located at One Dexter Road in East Providence, Rhode Island.

Deal to preserve Rocky Point Farm finalized
The Rhode Island Agricultural Land Preservation Commission (RIALPC) today finalized the purchase of the development rights for 8½ acres of farmland adjacent to the former Rocky Point amusement park, preserving the land forever for agricultural uses, Department of Environmental Management Director Janet Coit and Mayor Scott Avedisian announced today.

DEM Currently Stocking Rainbow Trout and Salmon for Winter Ice Fishing Season
The Department of Environmental Management is stocking Atlantic salmon and rainbow trout in ponds throughout Rhode Island for the winter ice-fishing season. During the next two weeks, staff from DEM's Division of Fish and Wildlife will stock a total of 100 salmon and 500 rainbow trout in six ponds statewide.

Rabid Cat Confirmed in Smithfield
The Department of Environmental Management and the Department of Health (HEALTH) are advising people in the area of Birch Road in Smithfield that an owned pet cat that succumbed while exhibiting signs of rabies has been confirmed positive for rabies. The cat is described as an eight year-old female orange-gray calico or tiger cat. Anyone who may have had contact with this cat should contact HEALTH for evaluation at the following numbers: 222-2577 weekdays from 8:30 a.m. to 4 p.m., and 272-5952 if calling after hours or over the weekend.

Bristol Officials to Acknowledge DEM's Assistance with Water Quality Improvement Projects at Bristol Town Beach During December 16th Awards Program at DEM Headquarters
Bristol Town Administrator Diane Mederos, along with Walter Burke, Director of the Bristol Department of Parks and Recreation and the Bristol Community Development Department will present a framed photograph of Bristol Town Beach to Department of Environmental Management Director Janet Coit at a 10 a.m. program on Friday, December 16. The photograph is being presented as a symbol of appreciation to DEM and its Office of Water Resources for the technical and funding assistance it provided for several water quality improvement projects at the Bristol Town Beach and Sports Complex.

DEM Awarded $1.5M in Federal Stimuls Funds for Solar Projects
The Department of Environmental Management has been awarded $1.5 million in federal funds from the RI Office of Energy Resources to install solar panels at nine DEM facilities throughout the state. The solar panels are designed to turn the energy from the sun into electricity that will be used to offset the energy needs at the state facilities. The funding was awarded as part of the American Reinvestment and Recovery Act (ARRA) of 2009.

Along with the arrival of autumn on Friday is an abundance of locally-grown fall produce that is available for purchase at farmers' markets and roadside stands throughout the state. DEM Begins Construction of Wind Turbine at Fishermen's Memorial State Park and Campground in Narragansett
The Department of Environmental Management has started construction of a renewable energy project at Fishermen's Memorial State Park and Campground in Narragansett. The 117-foot, Northwind 100 kW wind turbine being installed at the campground will supply about half of the facility's electrical needs and demonstrate renewable energy use in a park setting. When completed this fall, the turbine will power all the campsites at Fishermen's, providing renewable energy to over 17,000 campers a year.

DEM'S Aquatic Resource Education Program Offering Saltwater and Freshwater FLy-Fishing Workshops, a Fly-tying Program and Fly-Fishing Train Safari on Aquidneck Island this Fall

DEM Announces that Mount Hope Bay & Kickemuit River will Re-Open to Shellfish Harvesting at Sunrise Saturday August 6
The Department of Environmental Management announces that the waters of Mount Hope Bay and the Kickemuit River recently closed in response to the recent pump station failure in Fall River will re-open to shellfish harvesting beginning at sunrise tomorrow (Saturday, August 6th). DEM's decision to reopen these areas is based on test results from sampling done by the Massachusetts Marine Fisheries shellfish program this week in Mount Hope Bay and the Lees and Cole River area.

The Department of Environmental Management announces that test results from all 87 mosquito pools, or samples, from 29 traps set statewide during the week of July 18 are negative for both West Nile Virus (WNV) and Eastern Equine Encephalitis. West Nile virus has recently been detected in mosquito samples trapped at several locations in Connecticut and Massachusetts, and last week, EEE was reported from a mosquito sample collected from Bridgewater, Mass. The Department of Environmental Management will hold a public hearing on proposed regulations governing the upcoming migratory waterfowl hunting season, the proposed regulations governing the practice of falconry, the rules and regulations governing wildlife nuisance control specialists and wildlife rehabilitation rules and regulations, on Monday, August 29, 2011. The hearing on these subjects will be held at 7:00 p.m. at the North Kingstown Community Center on Beach Street in North Kingstown, off Route 1A just south of Wickford. As in past years, the Division will also conduct a presentation on the breeding status of waterfowl in the United States and Canada.

DEM Announces Annual Reclassification of Shellfish Waters and Seasonal Shellfish Closures that take Effect on May 28
The Department of Environmental Management announces that as a result of improved water quality conditions in Upper Narragansett Bay, the amounts of rainfall allowed before Conditional Areas A and B are closed to shellfish harvesting are being increased for the first time in over 20 years. Beginning at sunrise Saturday, May 28, the majority of Conditional Area A, which encompasses over 5,800 acres, will now close after 0.8 inch of rainfall, up from 0.5 inch. Conditional Area B, which encompasses over 3,700 acres, will now close after 1.5 inches of rainfall, up from 1.0 inch.

The Department of Environmental Management's Division of Fish & Wildlife announces that the 2011 trout and general freshwater fishing season will begin at 6 a.m. on Saturday, April 9. More than 20,000 anglers are expected to turn out at dawn on opening day. Approximately 80,000 hatchery raised brook, brown, and rainbow trout with an average individual weight of one and a half pounds are being stocked by Division staff in more than 100 ponds and streams for opening day.

DEM Approves Modified Closure Plan for Former Portsmouth Town Dump Site
Following a thorough review of a proposal to modify an existing "Beneficial Use Determination" for closing the Portsmouth Town Dump, the Department of Environmental Management has approved a plan that is protective of the environment and human health. The approval will allow for soils with elevated levels of naturally-occurring arsenic to be used as sub-grade fill beneath two feet of clean soil to bring the site to the correct elevations so that a permanent, protective cap can be installed.

DEM Issues Solid Waste Management Licenses to RI Resource Recovery Corporation and Jr Vinagro Corporation
The Department of Environmental Management has issued solid waste management facility licenses to the RI Resource Recovery Corporation (RIRRC) for the Phase VI expansion of the Central Landfill, and to JR Vinagro Corporation for a new construction and demolition debris processing facility and transfer station.

DEM Announces that Saltwater Fishing Licenses will be Available this Weekend at New England Saltwater Fishing Show
Recreational saltwater anglers will be able to obtain saltwater fishing licenses at the New England Saltwater Fishing Show at the RI Convention Center this week-end. The Show runs from Friday, March 11th through Sunday, March 13th. It is the largest saltwater fishing show in the Northeast.
